Voucher re-roll logic can unfairly punish players with better economy #310

Sometimes, a player might have better economy, which allows them to buy more vouchers. this can be a negative though sometimes - for example:
Ante 1
Alice buys Telescope
Bob doesn't buy the voucher.
Ante 2
Alice buys Blank voucher
Bob buys Blank voucher
Ante 3
Alice sees Observatory
Bob sees Antimatter

In this situation, Alice misses out on Antimatter because she picked up Telescope in Ante 1. Because Bob didn't have Telescope, he re-rolled into Antimatter.

What should happen instead in this situation:
When a Level 2 voucher is not unlocked, it should reroll into the Level 1 version of the same voucher. i.e. Bob should have re-rolled into Telescope.
