chore(deps): bump shell-quote and next

Removes [shell-quote](https://github.com/ljharb/shell-quote). It's no longer used after updating ancestor dependency [next](https://github.com/vercel/next.js). These dependencies need to be updated together.


Removes `shell-quote`

Updates `next` from 11.1.4 to 12.3.1
