Gemini 3 Flash Not Available on Tool list #378

What problem is this feature trying to solve?
I checked AI studio said the free tier API key have Gemini-3-flash available, but in pal server model list i can't find it, anyone know why?

I would like to understand if the model list is control by google or predefined in pal server
