Front end framework or no?

Should a front end (css, html and js) framework be used to build the website?

I propose to use bootstrap.
Pros:

• good usability on mobile
• attractive defaults (plain site with little customisation looks passable)
• with more time can be be customised to an attractive modern looking site
• I'm familiar with it

For balance:
Cons:

• bloat - quite a large extra css and js file for each page
• html is not very clean (stacks of classes, and lots of divs for purely formatting reasons)
• "all bootstrap pages look the same" - too widely used and opinionated.
