Update to Bazel 5.x

When trying to use this ruleset with Bazel 5.x, errors such as this one will pop up:

@rules_dokka//dokka:dokka_gfm: no such attribute 'resource_jars' in 'java_library' rule

This is related to the resource_jars attribute no longer being available (see removal tracking issue: bazelbuild/bazel#13221).

I'm personally okay with unflipping the flags for now, but I'll try to see if I can make the required patches in a soon-ish timeframe.
