Observed/Actual behavior

When I use them, the encoding is incorrect; after using HEX colors, the standard legacy colors don't work

Steps/models to reproduce

1. Download the new version BentoBox-3.11.2
2. Start the server
3. Replace any color in the localization with a hex code
4. And see what it looks like—the main thing is that the legacy color appears right after the hex color
