Shulker duplication ignores shulker limits

Expected behavior

When shulkers on island have reached their limit, they would be unable to duplicate.

Observed/Actual behavior

Shulkers can reach and exceed the limit in farms.

Steps/models to reproduce

1. Set shulker limit to 32.
2. Build a shulker duplicate farm in an island.
3. Activate the farm, observe the limits panel.
4. Shulkers exceed the limits and continually duplicating.

I tried to fix it by my own, but ShulkerDuplicateEvent only support paper.
