[FEAT] Support for "Landesticket" Hessen

An specific problem, probably for later to keep in mind

As an employee of the federal state Hessen (Beamte und Angestellte) you get the so called "Landesticket". It allows to use the regional transport in Hessen. It is hard to calculate the best connections if you travel outside of the state.

Also it is possible to carry along a second person on weekends and after 19.00

Describe the solution you'd like
Ideally it would be possible to add other passengers. So I could select "I have a Landesticket", my partner doesn't. So if traveling outside, it is taken into the calculation. I got some examples that taking the ice and pay both was cheaper than use regional trains and only pay the rest of the journey with additional tickets.

I think the scope of this is too narrow if it only applies to federal state employees of Hessen.

If this type of ticket exists in other states with similar rules, we can look into it. Otherwise, I'm leaning towards rejecting this feature request.

I suggest to split this issue in to carry along and the scope of the local transit in Hessen. I understand you to scrap the Cary along. It is too complex, every state and city have individual conditions who could carry whom along.

The scope of the local transit not only Applies to the Landesticket, Senioren Ticket but also the Schüler Ticket. So I think, this is point should be considered for the far future.

I think this will be very complicated to implement, regardless of the cary-along.

I've researched the ticket a little bit and it seems like the following applies:

• it's valid for all regional public transport in Hessen and sometimes beyond (see below)
• regional public transport means it's not valid for IC or ICE (maybe there are some line segments where IC counts as regional like between Bremen and Norddeich Mole/Emden)
• it's only valid for second class, anything else requires additional tickets

  • auf der Linie 570 im Aartal (VRM)
  • auf den Linien RB 29 und RB 90 bis zum Bahnhof Diez Ost in der Stadt Diez (alle Rheinland-Pfalz)
  • in den Übergangstarifgebieten zwischen VRN und RMV bis
    • zu den Orten Hohensachsen und Lützelsachsen der Stadt Weinheim,
    • zur Stadt Eberbach,

Did I get the information correct so far? Is there a path where we can implement a simple algorithm that's still mostly truthful?
