[Feature Request]: Automatically notify collections of taxonomic updates #728

Is your feature/tool request related to a problem? Please describe.
Currently, there is no efficient mechanism for updating portal users of updates made in their taxonomic thesaurus/thesauri.
Describe the solution you'd like.
Solution requested was to enable automated email updates to admins and/or other portal users.
Who else has expressed a desire for this feature/tool?
This enhancement was suggested by @Atticus29 and, more recently, a researcher who requested redacted species data.
When and how would this feature be used? What are some use cases?
One application of this enhancement could be to notify admins of changes made to protected taxa.
