Add a link to the R Universe results for a package on the build report

Since we're retrieving Windows binaries from R Universe, we should consider adding at least a link to the `R CMD check` results of a package in R Universe to a package's page in the BBS.

For example, a link to https://bioc.r-universe.dev/GenomeInfoDb#checktable similar to the one to go GPU machines https://bioconductor.org/checkResults/3.23/bioc-LATEST/RbowtieCuda/.
