Upgrade fuse-med-ml utils package

As a first step towards merging an extremely flexible data pipeline package (fuse.data), I've merged a collection of utilities into (fuse.utils) and did some refactoring.
If you are in a middle of a task, please pull from master and resolve the conflicts.
Let me know here if you are not sure how to resolve it,
