Fails on 16bit InstallShield installer

I'm trying to extract this file from here but only setup.ini gets extracted which only has the program name and required free space.

Wrote a python script to extract the files, it first extracts the raw zips that are scattered around the installer and then extracts them with the zipfile module (little detail, 7zip actually fails to extract these for whatever reason and also shows all the files inside them doubled).

I have a 16 bit installshield binary (netscape navigator 4.08) that wont extract either.

within nnav408.zip there is n16d408.exe which is the installer exe to decompress/unpack

@brendanhowes Script worked fine for me, it's just another installer is packed where you have to extract all .Z files manually.
