If i have a bad internet, I can get blocks with delay. Maybe we should check nostr for new blocks before i add some new block.

We can do that and if we get back, that there was a new block in the meantime, I think we have to return an error to the user, because then they would have to check, if they want to do their action with the new bill state. (the block they would have sent is invalid anyway)

But this only decreases the chance of conflicts, not eliminate it (someone can press send at the same time etc.)
