Update the Job policies in Discord to match the discussion from the council.

In order to keep things safe in the ⁠jobs channel, and as a way to raise funds for BPD - I want to propose a change.

posts beyond a link to an open job req are not allowed unless you are a corporate sponsor of BPD (your company donates $1000 or more).

This gives us a little bit that we can offer to corporate sponsors

It reduces the amount of spam in the channel from people wanting to help them build their next AI startup for free.
I'm working with a couple individuals and have already secured a corporate sponsor to be announced in Q4 2025.
