Support nml configuration system

current PhotonicFreedom is built on a proprietary system.
This is fine, but now we also have NeosModSettings and a config system on the NML side so would like to use that if possible.

Perhaps the mod could detect whether NeosModSettings is installed and expose the settings through that route instead.
