Add support for epaper Displays via BLE (ATC_BLE_OEPL)

Hey, there is a new open source protocol which I think might be worth to consider.
Yes, it is about ePapers, which is actually taken care of in projects like OpenEPaperLink

The protocol uses BLE and the devices use Telink technology aswell.

I don’t think this is possible with BTHome. In theory, epaper devices can add BTHome support, but I’m not seeing why this would be useful.
