Enable Scroll to Top and Sticky Headers for Mobile Device Sizes #744

Is your feature request related to a problem? Please describe.
As a user, I may want to include sticky navigation or go-to-top on mobile devices. Currently stickies and go-to-top are automatically disabled for mobile devices, and as a user there doesn't seem to be anything to indicate that the sticky header and go-up buttons don't work on mobile devices.

Enable Scroll to Top buttons and sticky headers within customizer
Describe alternatives you've considered
Had a user with this question and recommended to use https://wordpress.org/plugins/sticky-menu-or-anything-on-scroll/ as a workaround as the options are already visible is the customizer menu
