Create automation to update LTS calculations

Once we publish, we will want to keep the OSM data up to date. Ideally, we host a script that can download new OSM data, process it, then upload it to mapbox on a regular schedule (weekly-monthly, depending on processing costs).

I think this could be a Docker container with a script set to run on X day of the month. I could host on my home server.
