define a manifest definition for projects archive

Description

There needs to be a defined format that the html/js can use to read to then output the relevant information.

Spec

• A projects.20xx.example.json file that includes all the relevant info that a project has. You can look at DevPost some of the info that can be scraped to define this file
• Manifest file needs to have the ability to be modified in the future and have variable counts of projects
