Target Timeframes - I've forgotten everything

At some point in recent history I really (thought I) understood target timeframes. I think I mostly do. However I'm just getting round to tidying some of the repairs HA is reporting and one is about a Target Timeframe automation which is sufficiently sophisticated that I must have copied it from somewhere!
It's failing because, I think, target_timeframe.update service doesn't exist. Seems to be about updating target timeframes, which all seem pretty up to date to me. It's triggered by a change to one of three Octopus day rates.

I've failed in finding it in any of the Target Timeframe documents so my question is, is it now longer required, and how are my rates getting their updates if it's failing?

Is your automation based on one of the blueprints rather than an import of the blueprint?
