Are global tide gauge data for hourly observations, with QC, that look usefully up to date. I see Liverpool data goes up to Dec of last year.

Justification

Adding a read method for these data could be a useful compliment to the global GESLA data

User Workflow

• Copy the template from the GELSA read method to achieve this.
• Add a new demonstration for this capability, in the tide gauge tutorial. Perhaps this means adding a new file to the examples dataset.
