build(deps): bump @tootallnate/once and fantasticon

Removes [@tootallnate/once](https://github.com/TooTallNate/once). It's no longer used after updating ancestor dependency [fantasticon](https://github.com/tancredi/fantasticon). These dependencies need to be updated together.
