cargo install fails

Error

I went to install with cargo today and it failed. See console session:

 $ rustup update

 $ cargo install xsv
error: invalid character `…` in registry name: `…`, the first character must be a Unicode XID start character (most letters or `_`)

cargo install xsv works just fine for me. The error message seems unrelated to xsv, but I don't know what it means.
