[FEATURE REQUEST] Config for Changing Amount/frequency of Fluid/Item Generator Storage Drawer Upgrades

Description:
Hello. I had the idea of a Config to change the Amount/Frequency of the Fluid/Item Generating Storage Drawer upgrades. I was implementing Functional Storage into my mod pack and I found myself wanting to change the speed of the lava upgrade. I was a little sad to find that doing so for any of the Generator Upgrades wasn't an option I think this would be a good Idea for Modpack Devs Who want to use Functional Storage in there packs
