What should the Carbon Credit workflow be and what would its inputs and outputs be?

While complete Carbon Credit compliance might be beyond the scope of this project, at least one workflow should be integrated.

Specifically, I wonder about a basic system that would allow external users to trade carbon account balances and charge a transaction fee on each trade.

This could probably be fairly easily implemented on a centralized blockchain ledger.

Inputs:
-Private Key
-Public Key
-Transaction Amount
-Transaction Date/Time

Outputs:
-New user account balances
-New C4Coin account balance
-Revenue

Do we need an input for Transaction fee percentage/calculating the fee per transaction?
