As shown in the above screenshot, there is no pagination shown when the number of issues/pr cards is not more than the pagination number (i.e. 20 in the shown screenshot).

Describe the solution you'd like
This inconsistency can be fixed by still showing pagination with the next/back buttons disabled. E.g. show 1 - 18 of 18 < > if only 18 issues
