Transition to SAMHSA DNS

As part of wrapping up our work with SAMHSA, we will transition away from TTS DNS.

Need to complete this by 11/22/2019

SAMHSA to:

• Create necessary DNS records
  • 18F to provide Federalist cloudfront information
• Update nameservers for domain w/ dotgov.gov

18F will then:

• Remove DNS records from https://github.com/18F/dns/
