Another option is not to allow branches, I don't have to pay if people work in their own forks

Never mind,
I was checking the repository properties and noticed a $ amount in “Metered usage” under “Actions”.
The usage amount was very high for the month of July, but it did not exceed the free usage limit.

It appears actions are run when committing to branches, if/when we hit the limit, I think the best course of action is to restrict branches
