lld generates incorrect value for "exported" field in audit report JSON

With recent versions of lld, we appear to generate false for the "exported" field of everything in the linker report. This is done by checking whether the symbol for the export is local, perhaps it's being marked as local by some earlier thing now?

Is this in the dev container, or just the main branch? What’s the most straightforward repro?
