Unable to create a new file after pressing the '+' button #9

Describe the bug
On clicking the button, a new file is not getting create
To Reproduce
Steps to reproduce the behavior:
- Go to 'Dashboard View'
- Click on '+ button for files'
- Notice that no new file is getting created
Expected behavior
On opening the dashboard. The 'create new file button' should not be displayed. It should only be displayed when the user selects a workspace folder.
