Add site-wide reduced motion toggle #13

While the new dynamic site graphics are very pretty, they also risk making the site harder to use for people with focus or sensory issues pertaining to moving backgrounds, as well as for users with underpowered devices. A site-wide reduced motion toggle would be desirable for ensuring that CIROH Hub remains useful for the entire community.
Extremely rough mockup provided below. It doesn't need to be quite this intrusive, but it should at least be obvious enough that someone with lower computer familiarity can immediately see it and turn it on if they prefer.
