NOAH-OWP-M file generation

Regardless of whether or not the user supplies a realization file containing NOAH-OWP-M, DataStreamCLI will generate the pickle file for the associated BMI configs. This calculation doesn't take long, but it is unnecessary. Ideally the pickle strategy is deprecated and some functionality is put into ngen_config_gen.py to handle this properly.
