Optimize bmi config storage in s3 #65
Description
- the config files are all generated from templates using the gpkg information so all we really need is generate.py, a template folder, and the gpkg to cover all the config.

This capability already exists, we should just document it in a readme and dump that into ngen-run/ instead of writing the actual files.
