New course section created when non-existent section specified

When using local_lti_tools_api_add_lti_instance and specifying sectionnum, if the given section number doesn't exist a new section is created and the tool is added.

Expected behavior:

Error returned if Section X does not exist

Actual behavior:

New section created at the bottom of the course
