Function to return course module ids of LTI tools in a course

There's a gap in functionality. local_lti_tools_api_add_lti_instance returns the coursemoduleid when it adds a tool, which can be used local_lti_tools_api_set_lti_availability, but there's no function to return LTI tools that have been added to a course.
