Calibration: arrival model calibration function fix/rerun calibration #67
Description
While transferring the calibration set up to use in the freight/truck touring model, I found an error in the calibration function for the arrival time model which was preventing it converging properly on the targets. I've fixed the function and pushed it to the repo but not run through the calibration process.
The effect of rerunning the calibration process with this change made would be to adjust the timings of tour starts to better match time of days targets.
