[Archive] Unfinished Polls Category Plugin Implementation

This PR contains an early attempt at implementing a Polls Category plugin #16 that would:

• Automatically create a "Polls" category on NodeBB startup.
• Add a custom page for managing polls.

Status: Implementation was not completed due to compatibility issues with the hook execution order

Decision:
-The work is archived in this branch (pollsIssue) for future reference.
-This PR will be closed without merging to keep the main branch clean.
