Double error detection on out of table char reception #27

When a char with an encoding out of the 8b/10b table of encoding is
received by the HSSL IP from NG-ULTRA, the following char received by the HSSL
IP with an encoding depending of the running disparity (not a char with the same
encoding when the running disparity is positive or negative), a disparity error
will be detected no matters the context.
This can generate two error detections instead of one if the char detected with
a disparity error is not in the same 32b word as the out of table char.
This bug is illustrated in the branch 27-double-error-detection-on-out-of-table-char-reception in the simulation
scenario NG_ULTRA_HSSL_bug at 118650 ns and can be observed at 118701 ns on
the interface of SpaceFibre HSSL.
