RM6 Testing: Expand testing from predominantly smoke tests to include functional/validation tests, create new cases for testing (Panama, Hawaii, etc...)

This issue is to emphasize testing of rm6 a bit more. Currently, with all the new development we did over the past two months, it is a bit piecemeal.

• Find the "Correct" outputs for RM6 Functions
• Ensure there are "correctness" or functional tests for every RM6 function
• change test_manish_branch to more formalized test_tides, test_config, etc...
• Create several cases (that are edge cases) for testing of RM6.
