Lateral processes out of order #69

currently, lateral processes are handled in a separate loop from vertical processes, so location of the process in the :HydrologicProcesses list does not indicate order of operations. It would be useful to handle both lateral and vertical processes in proper sequence to avoid some trickery to get flushing to work. This requires a bit of an invasive refactor of the content in Solvers.cpp that may have backward compatibility ramifications
