Ask constitution committee to maintain a file containing important info about officers

There is a lot of important info about officers, such as term length, which officers exist, etc... This data should be maintained as a json file so that it can be processed and upheld easily.

We should ask the constitution committee (I think it has a different name) to maintain this file (or to at least let the sysadmin know when the constitution is being amended)
