Add support for configuring the plugin via the web UI.

Currently the only way to configure this plugin is via the `config.json` and requires a restart of CTFd in order to activate.

We instead want an administrative page where you can set these values.  These values should also be saveable to be persistent (written back to the `config.json` file).
