Add Python version selection to License Manager #124

Is your feature request related to a problem? Please describe.
When EVS selects a bad python install as the default, one can't launch into EVS to change the selected version, because EVS crashes with an error message about the bad python install - this happens in particular with Windows/Microsoft store python installs.
However, one might have other, valid, python installs. It would be helpful to be able to select them without needing to edit the configuration files by hand.
Describe your proposed solution
Add python install selection to the License Manager - this makes the setting not dependent on already being a 'good' setting to be able to use the UI to change it.
