Add deep link back to bikeshare hub marker balloons

Summary:

At some point the deep link format for hub markers (https://app.socialbicycles.com/map?hub_id=2823) stopped working with the SoBi website, so we removed the deep link from the hub marker balloon.

However, now it seems to be working again. Also, as part of #409 and #410 most floating bike markers will disappear and only hubs will be shown, so we need to add the deep link back to the bikeshare hub marker balloon.

Steps to reproduce:

1. Go to "Share-A-Bull bikes layer" - https://mobullity.forest.usf.edu/#layers/bike_stations
2. Tap on a bikeshare hub marker

Expected behavior:

There should be a clickable deep link in the marker balloon that allows me to go directly

Observed behavior:

There is no clickable link
