Write an RFD on process for user studies #454
Description
Today, there is no defined process for the QWG to request a user study on a specific time / proposal. While RFDs create new proposals, if the QWG feels there's need for more information about impacts to / desires of consumers, they ought to have a way to direct a user study.
With the establishment of the Consumer Working Group, there's also now a clear team to engage with to conduct these user studies. The CWG cultivates the relationships with consumers and can help connect with them and represent their interests.
