README first time setup instructions out of order

When following the first time setup instructions, the instructions ask you to clone the repository and install dependencies before setting up the surface environment, but installing dependencies produces an error if you haven't set up the surface environment yet. The instructions would somehow need to tell you to skip the install dependencies part first, setup the surface environment, and then go back and install dependencies before running the code.

Also, in Setup Surface Environment, the task is called "[SETUP] Surface Computer Environment," not "[SETUP] Surface Environment" but that's not that important.
