Best way to add documentation

While we all want the best documentation, with limited resources this is always an issue.

I personally like well written, or extensive samples, and where options are not clear, or there are a number of overloads, then inline documentation (xml doc comments etc.)

I know others have different preferences, so before investing more time in this, I'd like to know what people who use this think.
