new repo for ~icelake

Currently, cachyos has x86-64-v4 and znver4 repos. However, x86-64-v4 lacks many of the new avx512 instructions that have been introduced since icelake, many of which can already be generated automatically by compilers.

But, icelake, tigerlake can't use znver4 repo, because znver4 also implies sse4a and avx512bf16.

Maybe consider to add a new icelake repo, or make the x86-64-v4 repo as -march=icelake-server? Considering that skylake-avx512 usually doesn't benefit from avx512.

This is not really planned, since it would cost quite a bunch of money, as well as storage space which we do not have available to all of our mirrors right now.

Our plan is to adopt a AVX10 repository someday, but not further specific one for older architectures
