Top navigation does not reflect all documents #66
Description
The tabs on top do not reflect the full set of documents at all, but only subsets of the full.
Instead, the top tabs should just say "Published", "Public review", "Pending". Or it should reflect all the pages, not just a few selected pages.
We also need to update the footer.
- Document categories should be a filter on the "All" page. No one finds a document by going to "select doctype > search for doc-number".
