Needed, A New Cabinet Level Department - The Department of Civil Right or the Department of Equality #3

What is right, many times, cannot be fixed by simply passing a law or ending oppression. Our Country has never fully embraced “making it right” for Black Americans (not to mention other disenfranchised peoples). And while there are numerous civil rights offices within the Federal government tucked away within many Executive departments or agencies, there needs to be a cabinet level Department of Civil Rights or Department of Equality.
We formed a War Department to defend our country from foreign threats and that became a permanent Department of Defense to protect us and be on guard against future threats. We formed the Department of Homeland Security similarly in response to an attack and to be on guard against future threats.
We need a Department of Civil Rights or Department of Equality to advance the civil rights and equality of Black Americans (as well as other disenfranchised groups) and it has to be a permanent department to guard against current threats and future threats.
If we do not get the Executive branch to add this cabinet level department then the same attempts to improve injustice, that have ebbed and flowed over time, will just continue to ebb and flow. Think about it, a cabinet level department focusing all the various government resources to work with States and local leaders to funnel and prioritize resources against a whole systemic problem. This is not a "re-distribution of wealth" it is a cabinet level department that can properly allocate government funding and resources.
I served 29 years in the Federal government, beginning as an Army JAG, working my way through DHS, teaching Constitutional law at 2 service academies (Naval and West Point), and finishing at ODNI. There is a lot going on in our Country and seems like a good time to create a cabinet level department for civil rights or equality. Just my 2 cents, for any criticism I apologize in advance for my shortcomings.
